Cambodia cracks down on illegal gambling with new directive

With several government divisions being backed by the Prime Minister to combat illegal gambling, Cambodia is starting to take action against the underground industry.

The Commercial Gambling Management of Cambodia (CGMC) has issued a new directive on illegal gambling.

It was signed on 19 February by Aun Pornmoniroth, Head of the CGMC and the Minister of Economy and Finance.

This comes only a few days after Hun Manet, Cambodian Prime Minister, called for tighter restrictions on illegal gambling in the country, with a focus on lotteries.

The directive called for licenced operators to adhere to the terms of their licence and display it “at all times” at the property.

This is because the directive also calls for local authorities to work with the CGMC to conduct regular inspections of gambling businesses to ensure that no illegal activities are taking place.

The directive explains: “Keno, lottery and other illegal gambling seriously affect public order, social security and peoples livelihoods in the village communes.

“In order to ensure the sustainability, maintain good public order and social ethics, gambling businesses must work in accordance with the law.”

Anyone who is found in violating the law will be punished in accordance with the Gambling Suppression Law, which says that anyone involved with illegal gambling may face a fine ranging from KHR5-20m ($1,225 to $5,000), along with imprisonment up to five years.

The directive continues: “The relevant authorities must co-operate in managing, monitoring and reporting all activities that involve any kinds of illegal gambling, and must take legal action in a timely manner.”
